playing a laptop though a tv

i have a dell inspirion 1300 hooked up to newish samsung t.v,vga cable{blue conecter} plus sound conecter 3.5m plug to headphone socket,but cant seem to get it to play though the t.v,what is the ajustments needed to be made? help does eny body no,cheers

By default, nothing comes out of the VGA - you need to tell the laptop to output video on it. Hold the Fn key down, and press F4 (I think - it's got a picture of a screen on it). This will switch video between laptop/external/Both.
