My neighbour is a childminder and she doesn't charge for when she doesn't have the child. She would charge only for the hours she has them, but she does charge £4.50 an hour for those hours. I would expect it to be fair to either charge a lower rate for all day, or at least, charge a nominal rate to hold the place during the day when she isn't looking after him/her. If she is charging you for the whole day at full price, then she should be available at a moments notice. If she is charging you a retaining fee, then she should be available in reasonable notice, if she isn't charging you anything then if your child is sick or needs collected then it is up to you to ask her if she is available/willing to help you out.
