I believe most of the average speed cameras in roadwork sections are operational. I heard of one fine on th M1 and the driver said it was a very good photo! Jeremy Clarkson came in for criticism (nothing new there then!) for saying that the cameras couldn't cope with vehicles changing lane - recorded in say lane 1 and then before next camera changing to lane 2. I've decided that those motorists who excedd the average speed either have false plates, stolen cars, believe the cameras don't work or are under the misaprehension that they operate like gatso cameras.
Your car may show 50 where the next shows 46 and the next car risks it at 54 hoping not to get done.
Loads of drivers misunderstand 'average speed' and only slow down for the cameras
The SPECS system on our ring road makes hundreds of thousands of pounds every year in fines.
The technical term for devices tested for accuracy to home office standards is 'Type Approved' so for example there is a particular stopwatch that police can use to time you over distance. Originally the average speed cameras were only approved for use along a single lane, not sure if that has changed. Maybe waiting for somebody to challenge it in court.
There is also an argument that the private limited company currently doing the type approved checks is not actually authorised to do so.
