im not going to pay until he fixes the decking, its ruined, but worried now that he might come back and smash it all up if i dont pay him, where do i stand with this?
Did you have a quote in writing from him suzie? I have learned my lession with tradesman, always get written quotes you can hold them to, with details of how the work will be carried out. I have Victorian railings outside my house and a guy but both sets back at different times, I pointed out they were wonky and they just carried on. I called the boss out when he had the cheek to send me a bill and told him that if he pursued it I would tell all my neighbours who did the work. They still look like a bunch of pea sticks but I never paid him. If i were you I would get him round on Monday, give him a written list of what is wrong (and keep a copy), and tell him that you don't want to him to start any of the rest of the work until they rectify what's gone wrong so far. Ring him up, get him round, don't let him touch any more work until you've laid it on the line with him. You're the customer.
what kind of company would come back and smash up the place?

is there not a complaints procedure you can follow?
Take a photo of the damage so you have proof. Then you can repair it and take another photo.

He was suposed to do the work himself, but sent his apprentice workers instead, who my hubby had to supervise as they didnt know what they were doing, and they made steps for the decking without asking us how we want them and you cant walk on them with out turning your foot, as they are not wide enough

he just texted my hubby a quote and the thick planks(my hubby) deleted it, it was reasonable, and he said he would do the work himself, and he is the boss, so no one to complain to, im gonna list the things that im not happy with and phone him on monday, and with any luck he will co operate.
Well anyone can open a web pages. And I found fifteen grammatic errors on their's, which would put me off for a start. And 'fish sale'? What's that all about ??
If he's the boss then he carries the can when things go wrong. Is he registered with any professional organisation? - he might have a badge on his van. Trading Standards would be interested I think? - other ABs may have a professional view on the legal side of it.
