Toolbars

I asked this on here a while a go but can't find it now. In IE, I prefer the toolbars to be in the following order- The File Edit etc buttons at the top then the web address bar underneath. I can't drag them into the correct position but someone on here told me a code to type in somewhere to get them in these positions.
Also I can't see the start bar at the bottom of the screen when I have an internet window open, it was all fine a second ago then the kitten walked on the keyboard!
I'm not sure what version of IE it is but have Windows Vista if this makes a difference, any help would be much appreciated!

Mine was just a case of the window being full size and had to press F11 to sort it, will have a trawl through my old questions to see if I can find the origial answer I was looking for!
