Duty free in Europe stopped ages ago - and Belfast is still in the UK, you have to travel outside the EU to be able to use the duty free zones at airports.
No, but the "Duty Free" stores have offers! On a recent trip from Belfast to Stansted I bought two bottles of Bushmills for £22! not sure about cigs!
Belfast is part of the UK!! What do you think the troubles have been about for all these years?
Question Author
I didn't say Belfast wasn't in the UK. I referred to the main land and Belfast.
I may not know much but I do know that Belfast is part of the UK.
It's just like flying to Manchester or London from say Edinburgh and you wouldn't expect Duty Free Goods on those flights.

Well it's the first time I have flown internally so didn't know. That's why I asked.
