Can anyone identify this plant

The leaves are like a sage, It is a shrubby type perennial, I think it is evergreen. The bright yellow flowers are like a snapdragon.

try Phlomis fructicosa or one of th other varieties.....can't access your pic so just guessing from your description

Yes the Phlomis was the nearest in my RHS Book of Plants but the flowers are more rounded than the fructicosa mor like a Mimulas flower.
Isnt it frustrating when you cant identify it ?
looks like Calceolaria integrifolia
def the calceolaria....amazing how much easier it is when you can see the picture
