AVG - Resident Shield

I have the full AVG sysytem, but I have noticed that it is showing that Resident Shield is not working. Why would it have stopped and how can I get it active again please?

What effect would it have on my internet connection if I upgraded my upload speed from 1.3mb/s to 2.5mb/s (about 256kb/s)?

Just as described by bigal43 - when i restart the computer it opens up again. I guess I'll have to keep checking it for a while and see what happens.
