council house tenancy

My mother succeded to the tenancy of her council house after my father died. A few years later she moved to another house in a different village. Would this have been a new tnancy and would I (daughter) be able to succed to the tenancy. I moved in with her to take care of her a couple of years ago.

Just ask the council
It is likely to have been considered the same tenancy and most Council's only allow one succession or assignment of a tenancy. But as bednobs has already pointed out, unless you ask the Council you won't know for sure.
When you ask the council also ask if it can become a joint tenancy now. If it can then problem solved. Good luck.
