Your thinking about mobile phones, they call it "pay as you drive", it has been about for a few years now.
It could benefit you if you do under 6000 miles a year by reducing your payments which you pay monthly, a small gps system is fitted in your car so they know where you drive and how much mileage you do.
It is nothing to do with short term insurance.

but with this GPS system you can only use your car at certain times during the day and night. If you use it (even in an emergency) within the prohibited times you automatically get a £50 fine.
My girlfriend looked into this but with the restricted times, she'd have had a fine almost everyday of the week.

That's not true. I use Coverbox insurance, I have a GPS tracker in my car, there is no fine for using the car at a certain time. There are peak and off peak hours that are charged at different rates.
I have mine set (at policy start) for 5000 off peak and 1500 peak miles. I hardly use any peak miles (these are 07:30 to 09:30 and 16:30 to 18:00 on weekdays). There is super peak charges for policy holders under 23 which I'm not.
The service is fine, it's fully comp and the cheapest quote I could get. The GPS works well, and you can log online any time and track your mileage usage, it even breaks it down into different graphs and charts so you can see when you drive the most, the average distance and the types of road you use.
