Yes, two r's.

The rule is that when a monosyllabic word ends in a single consonant preceded by a single vowel, the final consonant is doubled before adding any ending such as -ing or -ed.

oopps! sorry you want the past tense of scar......thought you wanted scare.....sorry............scarred.
If there is a word that I am not sure about I just rephrase the sentence - simple!

Apart from when that final consonant is a 'y' e.g. pray - prayed - praying
I think I would always use folk as in "the folk who live on the hill"

Y, like W, is not a true consonant, more a semi-vowel.
