Policeman's excellent ambition to stop others (15). I've solved this as superintendEnts.
Super=excellent, but I am not sure how intendEnts is justified.
IntendAnt is defined as: one who has the charge, direction, or management of some public business; a superintendent; as, an intendant of marine; an intendant of finance.

2 synonyms for ambition are END and INTENT, and so put the former (singular) in the middle of the plural version of the latter
