I questioned my systems broadband download speed. After doing a broadband speed test it comfirmed my fears. My official speed should be 2.2mb. The test results showed 1.28mb. This is far short of what I am paying for, more importantly it is totally unfair on my download speeds and performance expected from my isp. Can I do anything to my system to tweek a peak performance? This should not be a growing pain....too many isp subscibers as well as myself are faced with flat rate download performances from so called fast internet speeds.
I think I have a right to gripe regardless of my chosen package from my isp...... redken

It won't always be at the maximum, and you'll find that that is the maximum rate.
