I hear the news that the authorities in Egypt have closed down the internet, what are the mechanics of doing this and is there a way around it ?

Satellite access ... I doubt they've shot those down.
They dont actually close down the internet, just close down local acces to it.

This will involve shuting down local servers used by ISPs.

I am not sure there is a way of getting round it, except as has been said, by accessing it via satellite.
Government ordering the re-routing or interference of telephone data types/traffic to known ISP's I expect.
They can get round it by using dial up ... very slow but bearable. At least one French ISP is making it easy for people in Egypt to use dial up, and there are probably others in other countries who would be happy to have users from Egypt
