Erm, are you using a router? The way you describe it seems to be a wireless LAN affair that connect 2 computers, one of which is running broadband internet connection sharing. Or have I read it wrong and it is a wireless router which is connected to your broadband modem (or another router) and acts as a gateway for 2 computers which have a wireless connection to it? Does the upstairs PC have unaffected internet access whereas the downstairs one has intermittent internet access? You could try continually pinging the other computer (or router if it is a router) to see if your wireless connection is dropping packets (at the command prompt type: ping -t). You could then position the aerials of the wireless LAN setup so it drops the least packets. Better still, connect it all with CAT5 cable.
Like J2b I don't fully understand your setup but I too have a Belkin wireless router. Mine is connected directly to my cable modem and I have a server and laptop that both connect to it via wireless cards. HOWEVER, the signal is pants! Basically to get a "good" signal the computers must virtually be in line of sight with each other. Even in adjoining rooms the signal can drop to low. If I try to use the laptop upstairs from the router I frequently lose the connection - unless I keep all the doors open. I've been told upgrading the aerials will help - with the additional benefit of your children being born with three eyes! Fortunately it suits my needs AND for anyone else to pick up my (encrypted) signals they'd have to be in my front garden!
