Nearly all ISPs use some form of 'traffic management' (a.k.a 'throttling', 'traffic shaping' or 'packet shaping') which gives priority to certain types of internet traffic. File-sharing is nearly always at the very bottom of the list. If you file-share at peak times you're likely to get much reduced speeds.
Some examples:

PlusNet:

The only ISP that refuses to use such policies is BE:

However not using traffic management risks slowing connection speeds for all users, so BE might not necessarily be your ideal solution (particularly if they've got a high 'contention ratio' = the number of users sharing a node on their system).
