If there is no-one living in the house then you don't fill in the census form.
Just fill it with rubbish answers and post it off ...it will join the millions of others ....
It must have cost the tax payer £10 per form ?

£500 million and what 50 million forms ?
If you want to send it back just write "House empty" across it You have an envelope so it won't cost you anything.
I had a similar problem recently and was advised by the Census helpline to complete the question on ( page 3 I think )that said property was empty and sign and date it on the front.
