I am buying a house which should go through in June but not planning to move in until September. Do you know if i pay a reduced rate of council tax as the house will be unoccupied without any appliances?

I believe that if the house is unfurnished then you get 6 months without having to pay council tax. You could ring the council to find out.
Some councils apply the 6 month system but others don't ... so you really do need to contact the local council. With luck your will ... good luck with it anyway.
Some others (ie mine!) allow a 50% discount for unoccupied property.
And some give a 25% discount if there is only one occupant.
