can a local councillor certify documents?

the documents i require certifying are copys of qualifacations and photocopys of passports,

these are for application for emigration.

A local councillor can certify photographs for passport applications so, within the UK, it's likely that a local councillor's signature would suffice in similar circumstances. The problem here, however, is that you will be submitting documents for emigration so, presumably, they are going to be sent to the embassy (or other representatives) of a foreign country. It will be up to the officials of that country to decide who they regard as appropriate people for the task of verifying your documents. (Every country will have its own rules). Since we don't know which country is involved, all that can be suggested is that you read the documentation which the relevant country will have sent to you, or find the website of that country's embassy or (far easier) phone the relevant embassy for advice
