Does a vehicle that has been declared off the road (SORN) which is being kept outside the property on a public road still need to display an up-to-date car tax disc?

He could keep it a number of places. Someone else's garage or drive...he could also rent a garage.

Oh I agree. Or he could just finally get around to selling it.
"Technically they need to be taxed too, it's just the tax is zero rated."

No, they need to display a vehicle excise licence (in this case a nil licence) but technically tax exempt is not the same as zero rated.
"Can I report him for having a SORN car on the actual road as well then?"
Yes you can, but for the sake of good neighbourly relations and not risking a brick through your window, you could warn him first before reporting him.
I'm sure he'll shift it pronto if you tell him the facts.

We've already argued about whether or not it needs taxing. He said no, I said yes, on repeat. God fed up and said I was considering reporting him and he basically said bring it on because he knew he was right.

I won't report the SORN car-on-road element because I haven't brought that up with him, I think the tax issue is the most important.

Not that the DVLA will do anything but it has made me feel a little better!
Report it to your local council as well. Round here there like a speeding bullet to ticket it and tow it.
There will be more than a brick if it is towed and crushed!
Surely it is in your own interest to insure a SORN'd car or what happens if it's nicked or catches fire?

..go for it then !
Don't worry about reporting it - any passing police officer, PSCO, council official, traffic warden could have walked past and seen it.
