i think it wont make much practical difference - lots of first time mums want a c section when they find out they are pregnant (especially young mums because they are frightened). Then they get the information and change their minds or labour starts and they change their minds.
pople that need them will still get them, and people that ask for them but don't need them will still be persuaded not to have them. As far as i know, hospitals do not HAVE to take on NICE guidliness (as opposed to technology appraisals) anyway, so don't need to offer unnecessary ones anyway.
