I certainly do know how you're feeling. Although I've never been in her position myself, I have had to suspend people myself. And believe me, that's not a decision taken lightly.
I'm assuming from the tone of your question that she's been accused of something that is either dishonest or immoral. So, for example, she's not being suspended as a punishment for bad timekeeping or that sort of thing.
If I'm right, her employer doesn't really have an option other than to suspend her while it's being investigated. I hope they're still paying her at the moment. I really recommend that she speak to a good local employment law specialist. If she's in a union or a professional body, they should be able to help. If not, many household insurances these days cover going to law. Has to be worth a check.
