I would work out based on an hourly rate.. rather than per cut out - as the complexity of the image can vary HUGELY.
A freelance designer would charge about £20-£25 per hour if that helps

because if you are just an amateur having a go, you cant really charge by the hour at 'going rates', because it may take you a lot longer to do than pro...
people wont want to pay you 3 times the price to do someting 3 times as long when they could hire a pro to do it quicker and cheaper...
ah i see, well then id go with what the others have said.
only you know if you are a slow worker.
i do a lot of stuff in photoshop and am very skilled at it - i just take my time though, very thorough, so id be stuck if i charged by the hour
i try to work out how long it 'should' take ... i dont do a lot of commissions though, its more in with my job, or for favours, or take what they offer for the finished work etc.
