Please tell your friend to do a lot of research before getting a dog. Too many people think 'oh, it would be lovely to have a dog' but don't really know what a committment it really is.
Tell her to ask anyone and everyone about any problems they might have experienced and how they overcame them, what they would perhaps have done differently.
If she still feels she can give a dog a good home for approx. 10-18 years, good luck to her and I hope she gets much love and pleasure from her chosen companion.
If you google 'dog rescue' and your area you should find local ones.
