I am considering a funeral plan,can anyone tell me what is meant by "A full listing of floral tributes" TIA

I'd take it as meaning the undertaker making a list of all those who have sent floral tributes and publishing it in the local paper with the funeral report.

Or maybe just a list of the people who sent flowers and what flowers they sent, so they can be appropriately thanked/remembered/etc, not listed in the paper ...
In my experience, the undertakers will normally inform the person who arranged the funeral of all the persons who sent flowers, together with charitable donations ( if requested instead of flowers). This is not usually sent to the local papers for publication.
Yup that's what they did for both my parents. For my Dad, they presented the list of floral tributes on the day with a spray of flowers attached, for my Mum the list was posted to us later, as we had requested charitable donations apart from family flowers.
