I'm sorry CRX2009, but you are wrong. A dog killed 9 sheep in my field, then attacked a woman in an adjacent field the next day. It's not the taste of blood, but the aggressiveness of the dog which is the problem.
If a dog attacks livestock or pets on other people's property then the owner of the dog is responsible for not controlling it, and should be punished accordingly.
Also, the dog was a pet which presumably well fed, not a feral animal desperate and hungry, so how can you justify the actions as being instinct? In this circumstance it would better be described as play.
P.S. I'll shoot a dog which is attacking my livestock.
