From watching all these stupid police shows, a common punishment seems to be they have points added to their licence - should they ever bother getting one.
You'd do better posting this question under Law, or Motoring - body and soul might not attract the right answers
a small fine and maybe a ban but as they have no licence it doesnt amount to much, six months inside and a ban for life if I had my way.Dont get me started on insurance.
An important factor here is whether he has passed his driving test but had his licence revoked, for whatever reason, or whether he has never had a driving licence. The former is viewed much more seriously because driving while banned or whatever is considered as ignoring the ruling of a court of law.

You should still report it, though. Do it anonymously via Crimestoppers, from an Internet cafe or library if you're really paranoid...
Surely driving without a license also means any insureance is invalid.
Driving without a licence , no insurance therefore; depends why he hasn't got a licence. If disqualiified by a court, custody, if never passed test, custody possible. The courts take no insurance more seriously than merely having no licence.
Yes, as he must have made a false statement in order to obtain insurance the insurance (if he has any) will also be void. So he is driving without insurance this is a lot more serious than the actual driving without a licence.
