Vacant Land

We have a piece of vacant land adjacent to our house which was part of HM prison peripheral ground at one time maintained by the prison until recently when the Governer in his great wisdom decided to 'give' the land to a now defunct tenants association.
Now, of course the land between houses is overgrown and unsightly and has become 'no-mans' land.
Surely that dubious decision is not legal-even here in Scotland?

The land was almost certainly Crown property and, as such no Governor would have the right to give it away (although he could, of course, recommend that the Crown should do so). It's far more likely that he only ceded the right to use the land, with the Crown retaining ownership.
