Assuming the latter, if you can type something into the address bar and it takes you to the site, it is just your homepage that has gone AWOL. If you cannot get to any site, it may be that your connection settings are incorrect.
In the first case (IE is working, it's just a home page error) go to the site you want as your home page, then click Tools>Internet Options. Under the "General" tab, there is an option to "Use Current" as your home page. Press the button and you're set.
The second case is a bit more tricky, and you may need details from your ISP; plus the solution varies if you are on dial-up or broadband, so more details needed!
You cannot uninstall IE as it is an integral part of Windows.
