If the largest group having racist crimes committed against them were Asian.

Where information on perpetrators was available, in 2011-12, 95% of perpetrators were of white origin, including White British (83%), White Irish (1%) and Other White (11%) (which includes Gypsy / Traveller and Polish White)

It is well known that Pakistanis and Indians can be racist towards each other. So why do you not accept that English and Scots cannot be racist towards each other?

If they were referring to the White Englishman, why didn't they put that?
Have we lost our national identity so much, that we are no longer referred to as Englishmen?
