prog about dirty houses and an old man called mr rebus?

does anyone know what the programme was called? i think it was on bbc1 and it had health inspectors and really, really dirty houses. there was an old man in it called mr rebus i think and he was polish.

I think (and i may be wrong) that the initial programme had such an effect they followed the story up and did a whole show on this fella and followed him round and looked at his life - i think he escaped the nazis and left poland with nothing and because of this he never , and i mean, never threw anything away.
