Wierd Film

Hello everyone,

I've had this film stuck in my head and I'm dying to know what the film was called I just can't place it!! The only part i remember is...

it starts with an animation (i don't think the whole film is animated just the start which i think is someone telling a story) anyway the animation part is about a kingdom and i think that it says nobody every dies. The king decides there are too many people so he picks one person randomly to execute. The man chosen is the town baker and everyone loves his food, so they decide instead that rather than he be killed his whole family will each lose one limb, and the daughter has to have her leg cut off. I think the daughter is the main character of this part. I don't know.

If you can help I would appreciate it so much it's driving me CRAZY!!!

Doesn't ring any bells with me, but the plot seems weird for sure. If the whole family has a leg amputated then the number of people around remains exactly the same, and the reason for executions, is lost. Was the king hard of thinking ?
