Nearly all the kids I have known have reached that point by two. Mind you, it's easier when a wet nappy feels uncomfortable & the kid has an incentive to get it sorted, at this stage modern feel-dry nappies do them no favours.
Do what you feel is appropriate for your child - you may get some ideas from others, but how you implement them is up to you.
