Noisy Tap

One of our bathroom basin taps (the cold one) has just started making a noise when you turn it on...sort of metallic humming (but not as bad as water hammer). It goes away if you turn the tap on more, but then the flow is too fast! Is this indicative of the washer needing replacing or what (as it doesn't leak)?
