No, he's a musician who's worked with lots of different bands (and stars, including Mariah Carey, Elton John, Bob Dylan, Madonna, etc) and one of at least three Randy Jackson's in the music industry. You can read more about him here
Have to admit though, til you're question prompted me to check, I'd always assumed he was one of Jacko's brothers too!
