Does anyone know what the Westexe area in Tiverton is like?

It's mostly rows of terraced houses, built for the workers in Heathcote's textile factory in the area.
Tiverton's another of those Devon towns (South Molton, Torrington also), that are pleasant enough, though unremarkable. As Rattperson has said, the "real" money, and the best areas are in the villages outside.
There is an old joke here that Tiverton's gene pool greatly improved with the invention of the Bicycle. ;o)

Devon is so big and varied, puss, that there's probably something for everyone.
If you're buying, it will depend on your budget.

The Exe valley North from Exeter, right up to Exmoor is lovely.
To be blunt, I would avoid the large conurbations of Torbay and Plymouth.
