my grandmother's birthday today and we were always told that from being little, every year for the last gawd knows how many it's rained on this date, probably since 1981!

And the rule was established in different times. They were using the Old Style calendar then, but, more importantly,weather in Britain was different from now. Perhaps, back then, the saying made practical sense.
