I recently moved into a 4 year old house. It has three floors, a downstairs toilet, a bathroom and toilet on the middle floor and a en-suite / toilet on the top floor. We notice than after flushing the toilet upstairs, the flush stops fairly quickly (it does the job). However, after about 10 seconds, its starts filling the bowl with water again, which continues for a good 20 seconds (which seems totally unnecessary). Also, the shower continues to sporadically dribble water for long periods of time, a few minutes after you have finished using it. All of the water pressure in the house seems to be VERY powerful, including (unusually) the hot water taps.
Is the cause for the toilet / shower continuing after use? If so, is there any way of turning it down?

The toilet sounds as if it just wants the water level adjusting, there is an adjustable nut. You should have a service valve near all taps which can be turned down to reduce the flow. If the shower mixer is turning off ok then the problem will not be the pressure.
This dribbling is common on overhead shower feeds where the water slowly drains out of the pipe and can be cured by fitting a non return valve behind the shower rose. Your hot water should already have a pressure reducing valve to protect the cylinder but if your cold water is much above 4 - 5 bar then it would pay to have another one fitted.
