For free legal advice probably the American Bar Association is your best bet, though can’t guarantee it.

There is but its now as wide spread as CAB in the UK. Only major cities and them only through bro-bono and para-legals with a social conscious. No overarching governing body like in the UK either, which means services and quality could vary considerably.
