Drill through the thickest part or dig under the largest section of root so you can pass a hefty chain through. Attach the chain to a landrover chassis, drive off carefully and steadily.
I used the one in our back garden to take the the ground spike for our rotary dryer. 38mm hole and a rubber mallet.
Can't you just leave it for the wildlife? Does it have to come up?

I want to leave it for the wildlife- I just want to stop the roots growing
Oh, rightho, jwbr. That's good.
Will the roots keep growing if the tree has no leaves?
The old bin liner trick .Put a black bag over the remaining stump .After days of no light it will lose interest I think
Hi jwbr,
You don't appear to have mentioned what species of tree, you have taken down.
Some trees will re-sprout like crazy things and others not at all.
Can you say what kind of tree it was ?

ta everyone - it's a eucalyptus
You are right to be concerned, eucalyptus is prone to sprout from the stump and also the roots.
The best way to stop regrowth, I think is to drill several holes around the edge of the stumps surface, go down a couple of inches, if you can, but an inch should do.
Fill the holes with a proprietary, glyphosate based stump killer, like 'Stumpout' or 'Brushwood killer'. Be sure to plug the holes with clay or suchlike, to stop the rain splashing it out and to stop it getting in to the environment, and for an extra safety precaution cover with plastic sheeting and secure with string.
More detailed instructions will be found on the pack.

One of the most funny you-tube video's I've seen was where a guy tried to pull out a stump with a rope attached to the tow bar of his car and all of a sudden, the stump came out and went through the rear window with great speed! job done. ;-)
