Herd Or Flock Of Goats?

We went to the "Welsh Government Office" yesterday to register our herd of "1" goat and to get a holding number so we can actually receive our new pygmy goat on to our land. The guy responsible for such affairs insists that it is a "flock" of goats and not a herd and all the paperwork refers to a flock of goats.

Maybe its a Welsh thing?

Howe about the word 'flock' for a group of wild goats that have flocked together, and 'herd' for a group of tended goats that have been herded together? Just a thought.
