They monitor progress through a series of national grades - sponsored by Kelloggs I believe - and each grade has specific achievements.
The first grade includes blowing bubbles under water. When she first tried for her grade (aged 18 months) this was the only part she couldn't do. However last May (aged 26 months) she was able to do it and got her certificate.
Ask your swimming teacher about this grading system and what the different achievements are. We helped our daughter pass by encouraging her to blow bubbles at bathtime and she loves to do this - blowing raspberries etc!
I presume that all the other kids in her class are roughily the same at swimming - she seems be average in most things in her class.
