If you want it done properly, it has to be on high intensity, so hell yeah!
It depends on the area, and the type of hair, but yes it does tend to grow back so might need a few more appointments to do it again.
To be honest with you, I would go for Lazer. Lazer doesn't tend to work well on light blond hair, but they now starting to use Meladine, to enhance the levels of melanine in the hair, and hence the result.
In either case if you want it gone for good, Pain is very much a necessary evil.
