Telephone Connection Problems

My friend has just moved house and had her telephone connected. The phone worked at first but then after a couple of hours all the line gave was a hissing noise. On the odd occasion that we managed to get line, it would not disconnect. She is still able to acces the interent! We have checked her phones at my home and they work so any ideas people?
