Lavender cross fertilisers so easily that the only way to get a pure identical plant for sure is by king a cutting. Now is just the time to do that.
I've never tried from seed, but I've had considerable success in growing from cuttings. Most of them have been accidental - if by mistake a twig has been knocked off the main plant, I've just stuffed it in the ground next to it.

So if I cut one of the flowering stems, pop in rooting hormone and then pop in a pot - I should, in theory, get more plants?
My successful cuttings have been woody, ric.ror, not soft - break off a branch at the angle of the joint, put on some rooting powder, and poke it in the soil. Water as much as you would the parent plant. That's what works for me!
Yup, you use a semi-woody cutting. This is the only way to get an identical plant from the host. Not from seed from the plant.
Hidcote blue is a good selection but its also a hybrid and may not come true from seed.
Therefore I would take the advice on cuttings.
