Are given to the " Registered Owner " of the vehicle which is actually the Government.
You (who has brought/got given the vehicle etc) ARE the "Registered Keeper " of the vehicle. Check your log book.
You legally do not own the car even if You have brought it, Anything You Register is Taken by King/Queen automatically as you hare giving the item/s to the King/Queen in power.
This in mind any tickets are issued to the Government(Owner) to pay and, You(Keeper) think you have to pay for it :)

That's a wonderfully garbled post you've quoted, Pixie. However it appears to be just a little out of date since
(a) it assumes that everything anyone owns actually belongs to the Crown (which was probably never true but certainly not since the Magna Carta was signed in 1215) ; and
(b) it fails to distinguish between 'the Crown' and 'the Government', which has been a rather important distinction since a fellow called Oliver Cromwell was around in the 17th century!
With accuracy like that, the person who posted that rubbish is obviously extremely well-qualified for a job with the Daily Mail ;-)
You may have paid your hard earned cash for your car but you do not own it! you are the Reg owner, you may pay road fund Licence, you may put fuel in you car / truck etc, your car can not legal go on the road without reg plates, without at times without Road Fund Licence, as these are Issued by the Government!!!!! who owns your car?? look into it, the result wioll surprise you.

Of course you own the car if you pay for it. You don't need to tax and insure it if it's SORN and used only on private land. The DVLA, the government or the Queen do not own your or my car.
