Cuba and Mexico are immediately off the list.

Europe isn't on the list as the transit time to good dive sites is tedious or you make do with mediocre dive sites.

Not aware of Morroco having much in the way of dive sites but will take a look.

Oman is looking good though.

I go snorkling around Kos in Sept. Water is warm and plenty of marine life, and its only 4 hrs flying.
