I didn't quite get why 'dine' means 'gong' but at least Enid makes sense in the context.
Can anyone give me a hand with 10D - Designated line moved and tipped (6)

The definition is TIPPED. The 6 letter answer is a word that means Designated, with the L (for lLine) moved up one space to mean TIPPED (in the sense of 'slanted'). Hope this helps.
According to Chambers, dine is an old word for dinner-time i.e. when the gong is sounded.
