In the musical Oliver!, the scenery for the "Who will buy" scene is based on a part of London. Does anyone know where it is?

It isn't a real place but a purpose built set. Brilliant isn't it.
Sorry, misread your question, you said based on a part of London. Don't know where it is sorry.
Dickens set many of his novels around Covent Garden. I'm fairly sure that the "Who Will Buy?" scene in 'Oliver!' is based upon the hawkers who traded around the old market there (but I'm less certain about whether Dickens actually specified the location in 'Oliver Twist').

This site doesn't give a definitive answer to your question, but it does confirm Dickens' fondness for the area and also that he included it in several of his works. It also mentions that the Artful Dodger's court appearance was at Bow Street; this would seem to confirm the area of London where Oliver Twist was set:

I remember reading that the elaborate set built for that scene- the kind of curved Georgian building that Oliver is looking out from, is based on a read street it London. I just can't remember what it is called!
Dickens lived for some time @ 48 Doughty Street, WC1, where he wrote part of Oliver Twist.
The Bloomsbury area could well be the setting you are looking for.

It's always put me in mind of Park Crescent in Regents Park.
