Can anyone suggest places to buy prom-style dresses for women with..let's say..a larger upper half, i would like a halter-neck style. I don't want a long wedding-dress style, a knee-length one would be best. TIA X

I can reccomend monsoon for prom style dresses, and they have shorter lengths in for the summer just now.
debenhams do some lovely dresses too.
it's really hit and miss, but I've heard that TK maxx often have prom dresses in at certain times of the year. If you can't find what you want, it could be cheaper to buy the pattern of a dress you like and get a dressmaker to make it for you, that way you can have it made to your measurements - useful if you're bigger busted etc. Alternatively, there is always ebay.
I too have a larger, er, chest and I bought a lovely halter neck knee length dress from Lewis. Wasn't dear either.
I recomend womens kilts.

hope U like them.
If you like Monsoon I suggest you try their outlet store Cheshire Oaks in Ellsmere port. They have a huge selection and up to 70% off shop prices.
